The Mahou Shoujo Era
During the Great War, when enormous armies recruited any passable fighter as soldier, entire planets were rendered defenseless. Monster, brigands, and other lurking menaces became more an more of a threat in the worlds unfortunate enough to not have a strategic value in the war. In most cases. complaining to the militar authorities was usually viewed as an act of rebellion, and the consecuences were worse than the actual danger, so many worlds just endured, and prayed for something that could protect them.
And that something finally arrived. A new kind of Vigilantes never seen before. Even with most men away, fighting in the endless war, there were those who refused to become victims. They had no name yet, but would be later known as Mahou Shoujo, the Magical Girls. Cute girls of various ages and upbringing, that by some reason or another had access to a great power, were ready to hold the responsability everybody else seemed to avoid, and began protecting the defenseless.
There were those in the army that didnt saw that with good eyes, and some unfortunate and gruesome incidents occurred. But in the whole picture, most armies left the Mahou Shoujo alone, in a tacit symbiose: The Girls would protect the population, mantaining their morale and goods production high, and the army would keep at bay other armies.
The war ended, and the Time-Space Administration Bureau approached the cute vigilantes in a different fashion, trying to incorporate them to their own ranks. This worked to a certain extent, even now, a good part of the TSAB staff is composed of former or active Magical Girls. Yet many others chose to remain in the shadows, helping their own worlds in their own terms. There was great debate about what to do with them, but finally they were declared illicit and prosecuted. That probed to be a dumb move from the TSAB, as many people were indebted or held feeling of admiration towards the girls, resulting in a complete disinterest in the prosecution, and an avalanche of "missed during pursue" or "never engaged" reports.
Proved a useless policy, and with their scopes more and more set on great scale incidents, the TSAB finally backpedaled, conceding legitimacy to those Irregulars, as long as they complied with a basic behavior code, and opened it's doors to any of them who wanted to join.
Thats how we reach today, and the new conflict with OVERLORD. They encounter Magical Girls often, with varying results. Sometimes they are just avoided, sometimes engaged, there are even a few reports of Mahou Shoujo assisted by OVERLORD. Only the time will tell us what will happen to our cute heroines in the future...
